What Is The ‘First-Time Home Buyer Programme

Dubai’s First-Time Home Buyer Programme helps residents looking to purchase their first home. These buyers are given access to a wider range of properties, more participating developers and several exclusive financial benefits. Launched by the Dubai Land Department (DLD) and the Dubai Department of Economy and Tourism (DET), the initiative has already helped more than 3,200 residents buy their first homes!

The programme has also expanded significantly, with nine new developers joining the initiative. That brings the total number of participating developers to 22, giving buyers even more homes to choose from across a range of budgets and communities.

Who Can Apply?

To qualify for the programme, applicants must:

  • Be at least 18 years old
  • Be a UAE resident of any nationality
  • Not currently own a freehold residential property in Dubai
  • Purchase a property valued at up to AED5 million

Applications can be completed through the Dubai Land Department (DLD) website or the Dubai REST app. Once approved, applicants receive a QR code that unlocks exclusive offers from participating developers and banks. Some of the perks include:

Participating developers can reserve selected homes at special prices exclusively for these members. That means eligible buyers may be able to purchase properties below standard launch prices. And that makes it easier to step onto the property ladder while saving money from day one.

The programme is supported by five partner banks that offer mortgage products specifically designed for first-time buyers. Depending on the lender, benefits may include lower interest rates, reduced banking fees and quicker mortgage approvals, so buyers secure financing with less hassle.

For many first-time buyers, upfront fees can be one of the biggest obstacles to purchasing a home. To make things more manageable, the programme offers flexible options for certain transaction costs. This includes interest-free instalment plans for Dubai Land Department (DLD) registration fees through eligible credit cards.

Many participating developers also provide tailored payment plans, particularly for off-plan properties. These customised payment structures allow buyers to spread payments over a longer period.
