Earlier this week, the Dubai Health Authority (DHA) launched the ‘Jabr’ system as part of its ‘City Makers’ initiative, providing a significant improvement in how government services support grieving families. Under the new system, families will utilise digital solutions with compassionate support designed to streamline the process. With the new initiative, families no longer need to visit multiple offices to handle death-related tasks. Instead, they will be assigned a dedicated Government Service Officer (GSO) who will manage everything from burial arrangements to the repatriation of remains, relieving families of this burden during a difficult time.
Quick and Compassionate: Burial and Repatriation Efforts Enhanced
Under the new system, families can focus on social and emotional needs rather than administrative tasks. The system operates on a cohesive digital platform that instantly alerts all relevant entities as soon as a death is recorded in any public or private hospital. This streamlined process ensures efficient service by automatically issuing death certificates and distributing them, without requiring families to provide documents repeatedly. Additionally, the processes for transporting the deceased and arranging overseas repatriation have been considerably accelerated. This has helped in significantly shortening the time needed to organise burial and condolence services.

Compassion Over Paperwork
High-ranking officials at the DHA have stated that Jabr’s system for managing bereavement services demonstrates the Dubai Government’s commitment to prioritising people over documentation. Through this new system, officials have shared the importance of addressing the psychological and social aspects of grief to ensure that families in mourning receive the necessary care, attention, and assistance. Senior members of the DHA have also revealed the initiative’s focus on a human-centred approach, sharing the goal of creating a compassionate customer experience in which service goes beyond admin tasks. This operation aims to provide emotional support for families during their period of mourning.
Expect A Support System Unlike Anything Else
The Jabr system brings together various government agencies to offer comprehensive support to families in mourning. The Community Development Authority (CDA), in collaboration with its partners, provides an additional condolence tent specifically for Emirati families. This tent offers complete hospitality services throughout the three-day mourning period. In partnership with the Islamic Affairs and Charitable Activities Department (IACAD), more than 70 designated locations across Dubai have been established for condolence tents. For residents, eight public-benefit organisations and places of worship join forces to offer condolence assistance, with information relayed directly by the assigned Government Service Officer.

Schools And Religious Support
The Knowledge and Human Development Authority (KHDA) has equipped 230 school counsellors with training to support students coping with the loss of a family member. This initiative has been rolled out in close collaboration with the Dubai Academic Health Corporation. In addition, the IACAD provides optional religious sessions for grieving families, facilitated by qualified religious counsellors upon request. Consultants on this project have noted that this initiative demonstrates the Dubai Government’s commitment to improving the quality of life.
Seamless Financial Support
Managing finances during solemn moments is a challenge in itself. Through this system, a smart dashboard helps organisations accelerate decision-making and streamline support services. To simplify payment processes, this system features a unified payment point, created in collaboration with Digital Dubai, which reduces the number of transaction points for cases that need fee payments. Additionally, Dubai Courts are also providing support by opening estate files without requiring anyone to be physically present. When a death certificate is issued, the estate preparation file is automatically registered. Relevant authorities will then inventory the assets. The process is designed to make it easier for heirs to manage the required inheritance documentation.
Funeral Support Sorted
To ensure seamless funeral procedures, IACAD has trained more than 130 volunteers through a qualification programme. The qualification involves washing and shrouding the deceased. The initiative also includes standardised shroud kits, cemetery management guides, and upgraded facilities at multiple cemeteries in coordination with Dubai Municipality. Senior officials have shared that these services have been simplified and streamlined using advanced technologies. With this innovative solution, families can now complete all procedures quickly without any hiccups. Officials have also expressed how the Jabr system reflects Dubai’s commitment to fostering humanitarian values in government services.
