The UAE is set to introduce a new flexible work permit for freelancers of all skill levels. The new permit, expected to be rolled out by the third quarter of 2023, will allow freelancers to work within the country or from any part of the world. The announcement was made by Abdulrahman Al Awar, Minister of Human Resources and Emiratisation, at the ‘Remote’ forum held in Dubai.

Flexible Work Permit For All Skill Levels
Al Awar stated that the new permit will be available to both high-skilled and low-skilled workers, as long as they have registered with the ministry and are working within the legal framework. With the new policy, freelancers can work for themselves and work with others without being tied to any particular employer. This setup is expected to increase productivity in the labor market and enhance the value of workers.

Support For Flexible And Remote Work Policies
The minister also affirmed that the government is developing new policies to support flexible and remote work. In April 2022, the UAE announced new visas and residency permits aimed at boosting the country’s economy and attracting skilled workers from all over the world.
24,000 New Jobs by 2024
Al Awar also stated that with the introduction of flexible work permits, as many as 24,000 jobs can be created by 2024. This will attract a more diverse workforce, with businesses being able to retain and attract different people with varied skill levels. The minister expressed optimism that this will increase productivity in the private sector as well.

Advantages for Employers
The flexible work permit system is also expected to benefit employers. Al Awar stated that some employers view it as a more economical option since they won’t have to take risks when deciding to continue with an employee. On the other hand, the employee is not tied to one type of organization.
Supportive Legal Framework
The government is aiming to attract a workforce and capital by having a supportive legal framework for freelancers. The ministry is already working remotely, with 200 people working remotely, including men and women. Al Awar hopes to increase the workforce by having 24,000 job opportunities soon.
